Synopsis and Plot Summary
It tells a story about about cadres and migrant groups during the construction of China's Three Gorges Dam.
The Three Gorges Dam is about to fill up and batches of migrants leave the reservoir for their new homes. County Mayor Lin Hu (Guo Guangping) and others individuals wait at the dock to help the Dazhen migrants transfer by boat. However, no one came. As it turns out, they are unwilling to leave their hometown. County party secretary Xiang Yunxiu (Yan Ni) arrives to convince them and to show them her sincerity until the last batch of migrants agree to go on their way.

- Filming lasted around three months from October 26, 2006 to January 2007.
- It was shot in Gongtan, Longtan, Fuling, Qianjiang, Changshou and other places in Chongqing.
