Ah Chu (Wallace Chung) was adopted by a Shanghai tycoon. Despite his lowly background, he becomes a doctor while accompanying the young master in his studies abroad. Ah Ci (Wallace Chung) has joined the Communist underground and was sent to Japan for further studies. After returning home, he becomes a full-fledged agent.

Meanwhile, Ah Chu has taken part in the secretive Thunderbolt Operation when he was in England. As the mastermind who orchestrated the tragedy that destroyed Ah Chu and Ah Ci's family twenty years ago, Xu Yuzhen (Li Ying) has decided to covet the Thunderbold Operation and to kill the two brothers at all costs.
