Synopsis and Plot Summary
A story that follows the Hong Kong police force as they investigate the terrorist bombing of the Hung Hom Cross Harbor Tunnel.
Cheung Choisan (Andy Lau) is one of the superintendents of the Explosive Ordinance Disposal Bureau (EOD). Seven years ago, Cheung Choisan worked undercover alongside wanted criminal Hung Kaipang (Jiang Wu). In one of their cash vault heists, Choisan reveals his true identity as he was coordinating with the police to successfully detonate a bomb and arrest the syndicate. Alas, Hung Kaipang manages to escape and vows revenge on Cheung Choisan. Now back on the police force, Cheung Choisan swiftly climbs up the ranks and has become a bomb disposal officer.
Seven years after the incident, a series of bombings threaten the safety of citizens. The police receive a tip-off that a large number of explosives have been smuggled into the borders, foreshadowing a much bigger threat. With Hong Kong at a period of unrest as the citizens fear for their safety, its busiest underwater tunnel along with a hundred civilians are seized by the returning Hung Kaipang and his men. It is now up to Cheung Choisan to bring them to justice.

- First announced in September 2014, Nicholas Tse, Nick Cheung and Juliang Cheung were announced as the cast.
- The movie was postponed and only kickstarted again in 2016 with producer Andy Lau also starring as the lead.
